[ Harry isn't usually quite so proactive when it comes to kissing him, so it catches Cisco off-guard. But he recognizes the tactic for what it is - the way that Harry turns and positions the two of them. Cisco thinks that he had the situation perfectly under control, thanks very much, but he is more than happy to change course. He tilts his head back, rests his hands on either side of Harry's waist. As much as Cisco would like to lose himself in the moment, he cracks an eye open after a minute or so to check that the dudes are gone, and no one else is looking.
